The play begins with Euelpides and Pisthetaerus seeking a new home as they desire freedom, when they meet Epops who is a bird and they decide that they wish to become birds as well, stating that the birds are better that the gods, and man should be worshipping them instead. They are then transformed into birds and go to Nephelococcygian (cloud cuckoo land) where Pisthetaerus becomes their leader and erects a wall to prevent any offerings from reaching the gods in Olympus.
